hailo8的适配

3588 Ubuntu22.04 版本
python3.10
hailort runtime library 和 hailo-driver for pcie .需要源码编译从hailo 的github下载后，在Ubuntu 3588上自行编译。

hailort 和hailodriver 均使用 4.17版本。
hailo-pci.ko 有飞凌提供。

每次上电后启动 insmod hailo_pci.ko
然后使用 hailort的指令 hailortcli 的指令 scan 查找设备
